Ryan’s retirement announcement turns a narrowly Republican district into a more credible Democratic target.

Indeed, another House Republican, Dennis Ross of Florida, followed Ryan by announcing Wednesday that he won’t seek re-election either. He did so as a broken man, and the ideal example of how a political party can be corrupted by a demagogue like Donald Trump.

Ryan has left his stamp on how congressional Republicans look at Medicaid, the public health insurance program for the poor. “These deficits, trillion-dollar projections, have been out there for a long, long time. Why?”

His biggest regret? The failure to repeal and replace Obamacare.

Amid weeks of speculation about Ryan’s departure, the contest for his post was being considered a two-man race between House Majority Leader Kevin McCarthy, the No. 2 man in GOP House leadership, and Majority Whip Steve Scalise, the No. 3 man. During the interview, Ryan said that even as he would be stepping away from formal Republican politics, he’d still advocate for expanding the GOP’s appeal, including pushing for increased diversity in the party. But it just didn’t seem to make sense to me.

It’s looking mighty iffy that he’ll have that job after the election, though. “It’s going to be a referendum on the president of the United States and his conduct in office”. He is giving up on making progress on infrastructure or opioids or the Dreamers.

Ryan claims that he fully meant to cut spending by “reforming entitlements” – specifically Social Security and Medicare – but that assertion only places another of his obsessions in stark relief. Ryan doesn’t necessarily reject that idea. The House speaker sublimated his moral and political concerns to his overarching desire to cut taxes for the country’s wealthy.

“This is going to demoralize the Republican base across the country”, Neal said.

The frustrations of the day or moment will soon no longer be his problem.
